Purpose: To identify a policy for cutting dying or diseased trees or trimming healthy tree for view enhancement that is in compliance with the Town of Beech Mountain (TBM) ordinances and guidelines.
I. Policy/Procedure:
A. Tree Cutting and Trimming
1. HBV must follow all ordinances and guidelines for tree cutting and trimming set by the TBM.
2. Any person paid to cut trees in the (TBM) must be registered with the TBM Zoning Administration.
3. Healthy trees will not be cut down or removed.
4. Trees that are dying or diseased will be cut by HBV at the expense of the association after inspection and approval for removal is received from the TBM Zoning Administration.
5. Healthy trees may not be topped but trimming of brush and branches or windowing for view enhancement is permitted upon approval.
6. Homeowners are directly responsible for any payment or fee associated with tree trimming for view enhancement.
7. Civil penalties for violations of town guidelines and unapproved tree cutting, topping or trimming will be applied to the homeowner.
8. An additional homeowner penalty not to exceed $150 will be levied by HBV per incident for violation of this policy.B. Notification and Approval
1. Homeowners may not cut or trim any tree on the property of HBV without HBV board notification and approval.
2. The homeowner will contact a board member through the office manager with the request to trim any tree by completing a tree trimming request form.
3. The HBV office can provide a list of approved registered arborists from the TBM.
4. Request must include a description of which trees the homeowner will like trimmed and the name of the registered arborist that will complete the work.
5. HBV board of directors will need to approve the tree trimming request before the TBM tree cutting guidelines are considered.
6. A board member or designee must be available to supervise any tree trimming and will inform the homeowner of available dates.
7. The homeowner will make all arrangements for tree trimming and schedule the trimming for a day that the board has indicated availability.
8. All limbs, brush and debris associated with tree trimming must be removed from the HBV property on the same day cut at the homeowner’s expense.
